KNOWN ISSUE (2026-09-17): these builds cannot sync chain 1337 from genesis.
A node stalls importing block 30, because QC verification changed from a
validator headcount to a stake sum after that block was produced, and the
chain predates the change:

  QC claims voting_power=3 but bitmap-tallied power is 15000000

This affects joining the existing testnet only. Running a local chain from a
fresh genesis is unaffected. A checkpoint to sync from is being prepared.
